Things are changing so fast in the Peace Garden State that some folks (Sen Heitkamp among them) think a new state census is in order.  The state would have to pay for it (the alternative would be to wait until the end of the decade).

Shirley Meyer, who works for the senator in the western part of the state, says, "For every person not counted in North Dakota, it costs us $10,000 over the decade."
