Governor Kelly Armstrong has appointed Jill Kringstad to the North Dakota Public Service Commission (PSC), filling the seat left vacant by former commissioner Julie Fedorchak, who was elected to Congress in November. The appointment is effective immediately.

Kringstad, who has served as the PSC's manager of business operations since 2019, brings extensive experience to the commission. In her current role, Kringstad oversees daily operations, manages administrative staff, and supports the executive director in running the agency. A certified public accountant, she first joined the PSC in 2016 as an accounting and budget specialist. Before her tenure at the PSC, Kringstad worked as a financial services accountant and internal auditor at Basin Electric Power Cooperative from 2013 to 2016 and has additional experience in the energy sector with Cody Oil and Gas Corp.

Governor Armstrong expressed confidence in Kringstad’s ability to serve on the PSC, citing her knowledge and background in both public service and the private sector. "Jill Kringstad has the background and knowledge base to serve our citizens well on the PSC," Armstrong said. "She understands the importance of a stable regulatory framework and the need for reliable, affordable energy."

Kringstad’s appointment follows Fedorchak’s resignation after 12 years of service to the PSC. Fedorchak was re-elected to a full six-year term in 2022 but vacated the position to take up her new role as a member of the U.S. House of Representatives. Armstrong also praised Fedorchak's tenure on the commission, stating, "Julie deserves our respect and thanks for her exemplary service."

Kringstad will serve on the PSC until the November 2026 general election, when voters will select a candidate to serve the remaining two years of Fedorchak's six-year term.

A native of Bismarck, Kringstad holds a bachelor’s degree in accounting with a minor in economics from Minnesota State University Moorhead. She also has experience interning for U.S. Senator John Hoeven and U.S. Representative Rick Berg. Kringstad has completed professional coursework in utility regulation, rate structures, and energy law. She has also served as treasurer for the Bismarck Public Schools Hospitality Fund since 2015.
