The way I see it is, anything you can do for yourself and your city is an important thing. A way to gain knowledge on what it takes to run Bismarck, and take pride in being involved with the process.

According to bismarckndgov "The Bismarck Citizen Academy is an annual, 8-week program that will help participants gain a better understanding of what city government does and how the various departments play a vital role in providing services to the community"
